Information for Landlords
The Transitional Living Program (TLP) offers a wide range of services to local 16- to 21-year-old youth who lack stable living alternatives or who are at risk of becoming homeless. The program’s goal is to support youth as they engage in a successful transition to self-sufficiency by teaching them the skills necessary to live on their own.
The program concentrates on helping youth lead healthy, productive and meaningful lives.
The Transitional Living Program is not an emergency housing program. Though housing is a main component of the services we offer, participants must first complete an assessment period of at least one month to evaluate their readiness for independent living and establish goals and objectives, as well as complete a budget plan.
This voluntary program can last up to 21 months, during which participants transition toward self-sufficiency and financial independence. This program is Medicaid funded and Youth Services can assist youth in applying for it if eligible. The Transitional Living Program also provides assistance with apartment searches, as well as housing stipends paid directly to landlords for eligible youth.
Program participants must be working in order to be eligible for the housing stipend and are expected to contribute a portion of their income to their total monthly housing costs, including one third of the initial start-up costs for moving into an apartment.
Program participants meet weekly with Youth Services staff to increase their awareness and skills in these core areas:
- Employment and career development
- Budgeting skills and money management
- Housing
- Exploring and pursuing educational goals
- Life skills
- Building social supports

“Youth Services has helped take the risk out of supporting a local youth in need of a leap of faith. They facilitate with communication and payments and help the tenant make steps towards taking on adult responsibilities. I hope to continue my relationship with Youth Services as they’ve been helpful and provided me with a mature and reliable tenant.”
