JOB DESCRIPTION

Directs the activities of professionals and paraprofessionals in one or more of a variety of service program areas such as in-home counseling and family stabilization, juvenile justice, alcohol and drug work, supervises the program manager for Big Brothers Big Sisters, and other programs as designated. The employee exercises considerable independent judgment to adapt and apply contract specifications and high quality standards of care to specific situations.

JOB DUTIES

  • Core role in selecting and full charge in assigning staff, ensuring equal employment opportunity in hiring and promotion.
  • Coordinates activities by scheduling work assignments, setting priorities, and directing the work of employees.
  • Evaluates and verifies employee performance through the review of completed work assignments and work techniques.
  • Identifies staff development and training needs and ensures that training is obtained.
  • Ensures proper labor relations and conditions of employment are maintained. Maintains records, prepares reports, and composes correspondence relative to the work.
  • Monitors case activity and periodically reviews cases to ensure that appropriate services are provided and referral sources are developed.

  • Assists employees with and reviews cases, handles contacts with clients and others as required.
  • Initiates, coordinates, writes, and monitors contracts and grants with staff and providers in support of programs.
  • Assists staff in developing effective caseload management techniques to maintain timely service to clients.
  • Plans and conducts in-service training for staff.
  • Maintains liaison with public agencies, private agencies, and governmental entities.
  • Serves as a resource person to staff and the public with respect to community resources available for client referrals and in interpreting services available.
  • Directs the activities of services staff.
  • Assists management staff in defining and resolving service delivery problems.
  • Develops plans and finds resources to address clients and families problems in housing, employment, training, counseling, and other areas, using specific service methods; monitors services provided.
  • Provides assistance in the development of programs, policies, and procedures related to the provision of services to the public.
  • Prepares reports, attends conferences and individual meetings, gives testimony, and makes speeches as necessary.

JOB QUALIFICATIONS
Has or develops working knowledge of:

  • county, state and federal social welfare laws, rules, regulations, policies and procedures; social work theory, methods, and terminology for casework, group work, and community organization;
  • human behavior and the behavioral sciences, including human growth and development, dynamics of interpersonal relationships, and family dynamics; interviewing techniques and methods for obtaining and communicating information; social problems, their causes, effects, and means of remediation;
  • family and marital problems, their characteristics, and solutions; community resources for providing assistance to families, individuals, and groups; cultural and sub-cultural values and patterns of behavior;
  • emotional states and their behavior indicators;
  • the principles and techniques of achieving change in individuals and groups, and an ability to demonstrate successful application;
  • the types of discrimination and mistreatment to which clients and staff may be subjected and applicable remedies;

EDUCATION - Possession of a master's degree in social welfare, organizational behavior, social work, sociology, psychology, or related field.

Big Brothers Big Sisters Program Manager

REPORTS TO: Youth Services Program Director
SUPERVISES: Big Brothers Big Sisters Case Managers, BBBS Assistant

PURPOSE OF THE POSITION:

To direct the day-to-day operations of the Big Brothers Big Sisters Program in accordance with the policies and standards of Youth Services and Big Brothers Big Sisters of America. The Program Manager is responsible for program, ensuring timely and appropriate services are provided to all children referred, and that the established goals and objectives of the program are achieved.

DUTIES:

  • Responsible for the overall daily operation of the Big Brothers Big Sisters program.
  • In accordance with Youth Services policies, hire and train all BBBS staff.
  • Provide supervision to all staff of the Big Brothers Big Sisters program.
  • Seek and secure business or foundation funding in conjunction with Youth Services Program Director and Development Director.
  • Responsible for working with the Big Brothers Big Sisters Advisory Council to: (1) recruit, screen, and train new volunteers, (2) develop and implement the annual public relations, fund development and recruitment and program plans, and (3) ensure implementation and accomplishment of objectives.
  • Assist in the development of and administration of the BBBS program budget.
  • Coordinate and oversee all Big Brothers Big Sisters special projects.
  • Responsible for overseeing all Big Brothers Big Sisters' fund raisers including the program's major event, Bowl for Kids Sake.
  • Responsible for recruiting, motivating, retaining, and managing volunteers in the program.
  • Maintain effective and positive working relationships with area school and social service agency personnel.
  • Represent BBBS/Youth Services at public events. Maintain a consistent positive presence in the community.
  • Attend and participate in public speaking engagements to promote the program and recruit volunteers.
  • Communicate with Big Brothers Big Sisters of America field representative as needed to clarify policies and procedures and ensure program practices are in compliance with standards. Maintain open and regular communication with the national BBBS organization.
  • Oversee all files to assure they meet the required standards of Youth Services and Big Brothers Big Sisters of America.
  • Maintain program data/statistics and render timely monthly, quarterly and annual reports.
  • Maintain open and ongoing communication with Youth Services' Executive Director, Program Director, Administrative Director and PR/Development Director, regarding program direction, personnel concerns, budget and finances, public relations, fundraising, successes and difficulties.
  • Attend relevant meetings, conferences, and trainings applicable to the program.
  • Participate in Youth Services internal and external functions and projects, attend all required agency meetings, and participate in Youth Services' fund development activities as requested.
  • Other duties as assigned.

JOB REQUIREMENTS:

  • Minimum of a Bachelor's Degree in Human Services or related field.
  • Minimum three (3) years' full-time paid program management/administration and staff supervision experience in a youth or human service agency
  • Minimum three (3) years experience in fundraising and special events management
  • Demonstrated successful grant administration skills
  • Demonstrated successful program leadership; past experience managing a volunteer program preferred
  • Proven skills in public speaking and community relations
  • Exceptional organizational, management, and communication skills (written and verbal)
  • Reliable transportation and flexible schedule
